Dr. French is a native of Newfoundland and home is where his heart has always remained. He is a highly experienced surgeon, having obtained his undergraduate Degree at Queen's University, a Doctorate of Medicine at Memorial University, Ophthalmology Residency at Dalhousie University and a Surgical Retina Fellowship at the University of British Columbia.

Dr. French has worked in Nova Scotia and British Columbia, before moving home to Newfoundland to begin his practice in 2011. Dr. French is a Fellow of the Royal College of Physicians and Surgeons of Canada and is one of four Ophthalmologists at Apex Surgical. He specializes in cataract and Refractive Lens Exchange Surgeries (RLE).

With the help of his dedicated team members, Dr. French strives to decrease the wait time for cataract surgeries in Western Newfoundland. He also has a particular interest in improving eye care in Labrador, due to the challenges associated with their geographical location.

When Dr. French is not devoting his time to his patients, he is passionate in supporting charities, such as the Mongolia Canadian Project, which provides eye surgeries to those in need in Mongolia and training to the local Ophthalmologists, free of charge, as well as co-founding the APEX Impact Foundation and It’s Nice To Be Nice! Charity, which are committed to improving the quality of life in underprivileged parts of the world through improvements in health care, shelter, food, or education.

RLE Specialist & General Ophthalmology

Dr. Dan Belliveau is a fellow of the Royal College of Physicians and Surgeons of Canada. As an ophthalmologist specializing in refractive and cataract surgery, Dr. Belliveau is an Assistant Professor in the Department of Ophthalmology at Dalhousie University. He earned his medical degree from Université de Montréal before completing his ophthalmology residency at the Université de Sherbrooke.

With over 30 years of experience and over 40,000 refractive and cataract surgeries performed, Dr. Belliveau is considered a leader in his field. He prides himself in offering a competent and empathetic approach in his patient care.

Dr. Belliveau enjoys hockey, snowboarding and playing tennis in his off time.

Cataract, Glaucoma & Advanced Anterior Segment Surgery

Xavier Campos-Möller, MD is head of the Glaucoma and Advanced Anterior Segment Surgery division of the Department of Ophthalmology at Western Memorial Regional Hospital in Corner Brook, Newfoundland, since 2016.

Dr. Campos-Möller completed his ophthalmology residency at the Asociacion para Evitar la Ceguera in Mexico and a fellowship in Anterior Segment Surgery at the Instituto Nacional de Rehabilitacion, in Mexico City. He later completed a Glaucoma and Advanced Anterior Segment Surgery fellowship with Ike Ahmed at the University of Toronto in Ontario, Canada. He currently runs a busy surgical practice in Corner Brook, Newfoundland, focusing mostly on cataract, complex anterior segment, micro-invasive, and traditional glaucoma surgery.

Dr. Campos-Möller has lectured in multiple countries, published over 20 scientific papers in the fields of cataract, anterior segment surgery and glaucoma, as well as recently published a best-selling book: Illustrated Advanced Anterior Segment Surgery.

He is committed to the eradication of blindness and frequently travels overseas for humanitarian surgery missions, having performed thousands of surgeries for those in need.

General Ophthalmology & Vitreoretinal Specialist

Dr. Hanout joined the Department of Ophthalmology at Western Health, Newfoundland in June 2019, moving from Toronto. His learning Journey in the field of ophthalmology has been rich and diverse with important stops at world-renowned institutions. He completed his Ophthalmology Residency in Egypt (2005-2010) and then practiced as attending ophthalmic surgeon for two years.

In 2012 he moved to the USA to start a one-year clinical/research fellowship in the Diseases of the retina and Uveitis at the Wilmer Eye Institute of the Johns Hopkins University. Following which, he moved to the Stanley Truhlsen Eye Institute of the University of Nebraska Medical Center for two years as a Postdoctoral Research Associate and Clinical Trials Manager where he was overseeing large interventional clinic trials and working with major medical regulatory bodies in the USA including the FDA.

In 2015, Dr Hanout moved to Canada and started a two-year Vitreoretinal Surgery fellowship at the University of Toronto - St. Michael's Hospital, during which, he had intensive surgical training in the vitreoretinal disorders in one of the largest centers in Canada. Finally, he concluded his sub-specialty training in ophthalmology with a two-year surgical fellowship in Ocular Oncology at the University of Toronto - Princess Margaret Hospital.

Dr. Hanout authored and co-authored over 30 publications between original investigations, case reports, novel surgical techniques and book chapters.
